Program evaluation is a systematic process for collecting, analyzing and using information to make decisions about improving programs. It involves six steps:

1. Define the problem or opportunity.
The first step in program evaluation is to clearly define the problem or opportunity that you are trying to address. This may seem like a straightforward task, but it is important to be as specific as possible in order to ensure that your evaluation will be relevant and useful. Once you have defined the problem, you can begin to develop a plan for how to address it.
2. Identify your goals and objectives.
After you have defined the problem, you need to identify your goals and objectives for addressing it. What do you hope to accomplish with your evaluation? What specific outcomes are you hoping for? Having clear goals and objectives will help guide the rest of your evaluation process and ensure that everyone involved knows what they are working towards.
3. Engage stakeholders.
The third step in program evaluation is engaging stakeholders-those individuals or groups who have a vested interest in the success of the program being evaluated. It is important to involve stakeholders early on in the process so that they can provide input and feedback throughout evaluations can be designed with their needs in mind from the start.. There are many different ways to engage stakeholders, such as holding focus group discussions or conducting interviews

Gather Credible Evidence

The first step in program evaluation is to articulate the purpose of the evaluation. What is the decision that needs to be made? What information is needed to make that decision?
The second step is to develop a conceptual model or framework for the evaluation. This model will guide the selection of evaluation questions and methods.
The third step is to select methods for collecting data. Data collection methods include surveys, interviews, focus groups, observation, and document review.
The fourth step is to collect data and analyze it. Data analysis involves descriptive statistics, inferential statistics, and qualitative data analysis.
The fifth step is to interpret the findings and prepare a report. The report should be clear, concise, and objective. It should answer the evaluation questions and provide evidence to support any conclusions or recommendations.
The final step is to disseminate the findings and ensure that they are used in decision-making. Dissemination can take many forms such as presentations, newsletters, webinars, or training sessions.
